Declan is tall with a slim/average build, and longish blonde hair that he often ties in a sloppy ponytail to keep it out of his way. He has his elven mother’s lilac-colored eyes and some of her more delicate elven features, including pointed ears. He always dresses nicely, but it’s undone by the fact that he is usually also covered in grease stains, soot, and the occasional burn from all his tinkering and experimenting.

Declan was left on the doorstep of his human father by his elven mother, Sylvarra Steelsong, as an infant. His father, being the well-to-do mayor of a bougie small town out in the sticks, and having a wife of his own, knew that if word got around that he had a child with another woman it would ruin him. Still, in a bizarre crisis of conscience, he took the boy in. Declan’s early childhood was spent in pretty much a Harry Potter/Cinderella situation where he was raised as a household servant and was often mistreated.

When Declan was sixteen, a taciturn warforged showed up at his father’s door with a letter. The letter was from Declan’s mother, demanding that Declan be released into the warforged’s custody. It was then that Declan learned the truth of his birth, and his father, terrified that his long-kept secret would get out, tried to stop him from leaving. The warforged handily (ha) relieved Declan’s father of his hand and took Declan away.

The warforged, whom Declan named Lucy, took Declan away to the city of Waterdeep, where they both lived in a small home paid for and owned by Declan’s mother. Sylvarra’s work often kept her traveling or living in secrecy so he has never met her, but they began exchanging letters regularly. Declan eventually adopted her surname as his own.

Declan loves to tinker, build things, and learn. His curiosity and enthusiasm know no bounds and sometimes get him into trouble, earning him a reputation as being somewhat eccentric. He’s very big on book smarts and does not have much in the way of street smarts. He’s a sheltered nerd, but likable enough thanks to his excitable puppy dog nature.

He has spent the latter part of his life honing his skills in the arcane and as an inventor in his spare time (often inspired by his mother’s letters), turning the attic of his little home into a workshop. During the day, he works as a watchmaker and will sometimes imbue his wares with small enchantments for an extra fee (such as making them play music or glow or project a small image).

One day a letter from his mother arrived, saying that she needed Lucy’s assistance on a job, the details of which were unknown. Declan was hesitant to part with his only companion, and entertained thoughts of going with them, but ultimately he let Lucy go and stayed behind for his work. When suddenly the letters stopped coming, that needling regret became a deep, dark fear. Has something happened to his family? Declan promised himself that he would find his mother and his friend and set out to do just that.

ABILITIES
KEEN MIND: Declan always knows which way is north, the number of hours left before the next sunrise or sunset, and can accurately recall anything he has seen or heard within the past month.

ALERT: Declan gains a +5 bonus to initiative, can't be surprised while he is conscious, and other creatures don’t gain advantage on attack rolls against him as a result of being unseen by him.

MAGICAL TINKERING: The ability to imbue a tiny nonmagical object with one magical property of the following:

  ⚙️ up to 6 second long recorded message
  ⚙️ emits odor or nonverbal sound
  ⚙️ static visual effect including up to 25 words of text

ARTIFICER INFUSIONS: Magical infusions that rapidly create magic items from mundane items or materials. Only 5 infusions may be active at a time.

MAGIC ITEM SAVANT: Declan can attune (đź„°) to up to five magic items at once. He ignores all class, race, spell, and level requirements on attuning to or using a magic item.

THE RIGHT TOOL FOR THE JOB: Declan can produce exactly the tool he needs: with thieves’ tools or artisan’s tools, he can magically create one set of artisan’s tools. This creation requires 1 hour of uninterrupted work. Though the product of magic, the tools are nonmagical, and they vanish when a new set of tools are made.
SPELLCASTING
As an Artificer, Declan has studied the workings of magic and how to channel it through objects. As a result, he has gained the ability to cast spells. To observers, he doesn’t appear to be casting spells in a conventional way; he looks as if he’s producing wonders using mundane items or outlandish inventions.

For Declan spcifically, this manifests in the array of small clockwork creatures and creations he keeps with him, such as sending a mechanical spider out to spin a magical web or using clockwork fireflies to illuminate a hidden enemy.

⚙️ BAG OF HOLDING: A bag that is bigger on the inside. It can hold up to 500 pounds, and a volume of 64 cubic feet.
⚙️ RIFLE (INFUSED): 🄰 Magic weapon, enhanced with the Artificer infusion Repeating Shot. The rifle generates its own ammo and does not need reloading. ❪IMG❫
⚙️ EYES OF MINUTE SEEING: Magical lenses affixed to Declan's goggles that allow him to see much better than normal out to a range of 1 foot. Grants advantage on Investigation checks.
⚙️ EYES OF THE EAGLE: 🄰 Magical lenses affixed to Declan's goggles that grant him advantage on Perception checks. In conditions of clear visibility, he can make out details of even extremely distant creatures and objects as small as 2 feet across.
⚙️ RING OF FREE ACTION: 🄰 While wearing this ring, difficult terrain doesn't cost extra movement. In addition, magic can neither reduce Declan's speed nor cause him to be paralyzed or restrained.
⚙️ WINGED BOOTS: 🄰 These boots give Declan the ability to fly. He can use the boots to fly for up to 4 hours, all at once or in several shorter flights.
⚙️ CLOCKWORK AMULET: A pocket watch powered by a plane of clockwork predictability. Once a day, Declan can use the amulet to forgo an attack roll for a straight 10 on the die instead.
⚙️ BEADS OF FORCE (x10): Small black spheres that are in essence force grenades. Have a chance to trap anyone caught in the blast in a sphere of force.
⚙️ TOOL SETS: Tinker's tools, thieves' tools, jeweler's tools, woodcarver's tools
⚙️ ARCANE CANNONS: A small brass cube and a small copper cube that unfold into a pair of arcane cannons of varying size (small or tiny). Their names are Adelaine and Madeleine! ❪IMG❫
⚙️ SO MANY CLOCKWORK INVENTIONS: Declan performs magic through the use of small clockwork inventions that he keeps on his person. There are Many. Most of them look like animals, though not all.
⚙️ ODDS & ENDS: His pockets and bags are full of spare parts and scraps for tinkering on the fly!
